TRANSLATION (LITERAL)

I beg respectfully to state that there is

an important matter which very much concerns my

Commander-in-Chief.

It was my original intention

to proceed to Hong Kong personally to submit a

request to Your Excellency, but I have been

prevented from so doing by my duties. I now

specially depute General Chan Heng-wan to wait.

upon Your Excellency to lay before you all details

on my behalf. I feel that in view of the sincere

friendship existing between Your Excellency and my Commander-in-Chief, you will gladly give the

desired assistance.
